[xcat-user] Hawk not detected. Errno=19

That's just it. I have never issued "nodeset noderange stage3" from the
command line. I issue "rinstall noderange" which from what I can tell, is
effectively the same as issuing the following commands:

  nodeset noderange install
  rpower noderange on

The strange thing is some of our ZPros within noderange install images just
fine, while other ZPros with the same noderange stop at this error.
